In 1880, during the War of the Pacific between Peru, Bolivia, and Chile, the then dictator of Peru, Nicolás de Piérola, hired Paul Boyton and George Kiefer to help break the Chilean blockade of the harbor at Callao, the port city just west of Lima, Peru. Boyton planned to paddle out to a Chilean ship in a rubber life-saving suit, attach a torpedo to the hull, and get to safety before the Chileans discovered him.
